Policy influencing
ENERGIA-Asia is constantly seeking ways to proactively introduce gender considerations into energy policies at national and regional levels. By doing so, we work directly with national ministries of energy, policy-makers, and planners to influence the content and direction of national energy policies, to make them gender-sensitive. Below are some examples of our activities under this strategy.
High Level Regional Policy Meeting on Gender and Poverty Sensitive Energy Policies
Early November 2008, ENERGIA and the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) organized a High Level Regional Policy Meeting on Gender and Poverty Sensitive Energy Policies in Bangkok, Thailand. The policy meeting was part of a four-stage interactive process comprising:
- The e-consultation among ‘prime movers’ within the region who are a part of or are closely linked to national energy policy formulation and planning (September-October 2008).
- Preparation of discussion papers on key themes by leading energy, poverty and gender experts, capturing the main conclusions from the e-discussion (October 2008).
- A two-day High Level Regional Policy Meeting on Networking Towards Gender and Poverty Sensitive Energy Policies in Bangkok in November 2008. Six papers were presented by the eight authors and discussions were made to make papers more explicit for policy influencing purposes. One of the main conclusions of the meeting was that policies need to be revised to address the energy need of poor and women.
- The official launch of the ‘Regional Policy Innovative Forum’ at the Policy Meeting, to serve as a community of interacting practitioners and a lobbying force to bring about essential changes in policies at national and international levels.
Gender Audit of National Energy Policy in India
IRADe (Integrated Research and Action for Development) undertook a gender audit of the national energy policy in India, with the Ministry of New and Renewable Energy (MNRE). The audit proposed a road map for how to make the MNRE policies and programmes more gender responsive. The gender audit also produced a unique gender budgeting methodology which helps assess the effectiveness of budgetary allocations for gender-related issues. Dr. Govind Kelkar, gender and policy planning expert working with UNIFEM, provided technical support for this gender audit.

Financing Clean Energy for the Poor and Women
Open Space Session at the Asia Clean Energy Forum
3-5 June 2008, Manila, the Philippines
For the third year in a row, the Asia Clean Energy Forum served as a premier platform for exchanging experiences and forging new partnerships to respond to clean energy and climate change challenges in Asia. The Forum was jointly organized by the Asian Development Bank (ADB) and the United States Agency for International Development (USAID). ENERGIA organized the Open Space Session 'Financing Clean Energy for the Poor and Women' which seeked to:
- draw attention to the importance and advantages of a gender and poverty focus in clean energy and energy security initiatives; and
- launch/seed ideas for a new financing mechanism to support gender and poverty-sensitive financing of clean energy services.
